I must say I'm underwhelmed by the Canadian train announcement. Basically, they are buying 313 railcars for ≈ 3B€, so roughly 9.36M€ for each railcar. For comparison, Norway bought some 17 Stadler FLIRT (a mix of EMUs and BMUs) for 700 M€.
