Every result ranks by one thing you can read: how many keywords a business stakes around a topic. Stake more around “SEO” and you rank higher for SEO. Total stake breaks ties. That is the whole rule. It is published, not buried in a model nobody can inspect, and you can see every stake and out-stake to move up. No editorial thumb on the scale.
